Plan combination A-Reihe (A45, K/S, K330, K50/B, Z45, BET Plus)
Suitable for Civil servants
Data as of July 2026, source: plan terms and our advisory practice

Why this plan is in our selection

Note for civil servants: Beihilfe  is a matter for each federal state. The exact plan combination can therefore differ from state to state. Our sample combination and the modules shown refer to Hesse. Which modules and which percentage level fit your state and your Beihilfesatz, we clarify in our advice.

The A series is the Beihilfe  plan of Alte Oldenburger for civil servants and is in our selection above all because of its reliability. Alte Oldenburger is considered one of the providers with the most stable premiums on the market, its plan terms and conditions have been uniform since 1972, and in our experience claims handling is fast and uncomplicated. We rate both values, premium stability and claims handling, at 9 out of 10 points. As a civil servant you only pay part of your medical costs yourself, because the Beihilfe of your public employer covers the rest, usually half. The plan insures exactly this remaining share. The outpatient plan A45 covers outpatient benefits, the hospital modules K/S, K330 and K50/B secure a single room, standard and private doctor treatment, Z45 covers dental care, and the Beihilfe supplementary plan BET Plus is added. The percentage level is chosen to match your Beihilfesatz. We rate benefit coverage at 6 out of 10 points, a solid value but not top level in every area, and we say so openly.

01

Premium stability as the core argument

Alte Oldenburger is one of the providers with the most stable premiums on the market, and we rate premium stability at 9 out of 10 points. The uniform plan terms and conditions have existed since 1972 and are continued across all generations, which is an important factor for long-term predictability.

02

Fast claims handling

From our experience in advisory practice, Alte Oldenburger handles claims quickly and without complications, and we rate claims handling at 9 out of 10 points. For outpatient and inpatient care it also reimburses above the maximum rates of the fee schedule, through the Beihilfe  supplementary plan including the missing Beihilfe share.

03

Own health cure plan with daily allowance

In addition to cover for medical costs, the combination includes a health cure plan with a daily allowance of €150 per day for inpatient and outpatient health cures. The Beihilfe  supplementary plan BET Plus also pays up to €30 per day for health cures and sanatorium stays.

How the Beihilfe plan is structured

The special feature of a plan for civil servants is the interplay of Beihilfe  and a Restkostentarif. The plan insures only the share that Beihilfe does not pay, and the percentage level is chosen to match your Beihilfesatz. There is no deductible.

Prevention protection

Family, travel and extras

The points beyond the core benefits often decide about everyday life, especially when your life situation changes.

Insuring a child alone

Children can be insured alone from age 6, with proof of the children's checkup reports and a dental findings report

Fertility treatment

Option right

No option for higher-level cover included

Krankentagegeld KrankentagegeldPrivate sick pay: a daily allowance from private insurance while you are unable to work. It replaces lost income from an agreed day of illness.More about Krankentagegeld → is not part of this combination and is usually not needed for civil servants, because their salary continues during illness. Since the plan has no option right, the benefit level should fit from the start.

Who this plan suits

The plan suits civil servants for whom long-term premium stability and reliable, fast claims handling matter more than the absolute maximum benefit in every single area, and who want solid cover with a single room and private doctor.

It is less suitable if a very high benefit level for preventive care, cover abroad or private clinics is the priority, or if an option right for higher cover later is important. For these cases we show you better alternatives in our advice.

Frequently asked questions

Why does the cover consist of several plans?

A45 is the outpatient plan, the modules K330, K/S and K50/B provide hospital cover with the standard doctor, single room and private doctor treatment, and Z45 covers dental care. The Beihilfe  supplementary plan BET Plus closes individual remaining costs and the missing Beihilfe share. Only together do the modules give the full scope of benefits, matched to your Beihilfe entitlement.

Does the plan match my Beihilfesatz?

Yes. A Restkostentarif RestkostentarifA private plan that covers the share of medical costs that Beihilfe does not pay. Together with Beihilfe it gives civil servants full cover.More about Restkostentarif → that matches Beihilfe  covers exactly the share that Beihilfe does not pay. The percentage level is chosen to match your Beihilfesatz, so with 50 percent Beihilfe it covers the other half. If Beihilfe rises with children or in retirement, we adjust the plan.

How important is premium stability for a plan for civil servants?

Very important, because you usually keep your cover for medical costs for decades. A provider that calculates stably over long periods saves you unpleasant jumps in your premium. Alte Oldenburger is one of the strongest providers here, which we rate at 9 out of 10 points. Our advice on premium stability gives you a sound assessment.

What happens if premiums rise?

Premium adjustments are part of how private health insurance works. What matters is their long-term size. Alte Oldenburger is one of the providers with the most stable premiums in our selection. If an increase is still large, we check plan optimization with you and put the development into context in our plan analysis.

How is our rating calculated?

The five key figures come from our ongoing plan analysis. They are based on the plan terms, the published premium histories and our experience with claims handling from advisory practice. The rating is our professional assessment, not a ranking by a testing institute.

Switching to private health insurance is probably not advisable for you.

From the age of 55, admission to private health insurance is often possible only with restrictions. A late switch can also mean higher premiums.

It matters to us that a switch pays off for you in the long run. That is why we do not recommend a consultation when your answers already show that the conditions are rather unfavorable.
