Why this plan is in our selection
Note for civil servants:Beihilfe is a matter for each federal state. The exact plan combination can therefore differ from state to state. Our sample combination and the modules shown refer to Hesse. Which modules and which percentage level fit your state and your Beihilfesatz, we clarify in our advice.
BeihilfeBest is the Beihilfe plan of ARAG for civil servants and is in our selection because it currently offers some of the best value for money in the civil servant segment and has stable premiums at the same time. As a civil servant you only pay part of your medical costs yourself, because the Beihilfe of your public employer covers the rest, usually half. The plan insures exactly this remaining share. The outpatient plan BHB45H covers outpatient benefits and dental care, BH1 raises hospital cover to a single room, BHK100 to a two-bed room and private doctor treatment. The Beihilfe supplementary plan BHEB45H closes remaining costs and the missing Beihilfe share. The percentage level is chosen to match your Beihilfesatz, so no gap remains. We rate the premium at 9 out of 10 points as low and premium stability at 8 out of 10 points. For claims handling and family friendliness we give 5 out of 10 points each, middle values that we name openly. ARAG is known for checking bills closely, and in return the premium is low.
01
Strong value for money
The plan currently offers some of the best balance of premium and benefits in the civil servant segment and has stable premiums. A single room, private doctor treatment and dental benefits up to 100 percent come with a low premium, which we rate at 9 out of 10 points.
02
Preventive care without restrictions
Preventive checkups are reimbursed also for programs not introduced by law, without age limits, diagnosis restrictions or checkup intervals, plus prenatal care and up to €200 per year for prevention courses. Preventive care, vaccinations and professional teeth cleaning do not put the no-claims refund at risk.
03
No dental benefit limits
Unlike many Beihilfe plans, there are no dental benefit limits that cap reimbursement for dentures in the first years. Dental treatment, dentures, inlays, implants with bone grafting and orthodontics are reimbursed from the start up to 100 percent of the percentage level.

How the Beihilfe plan is structured
⌄
The special feature of a plan for civil servants is the interplay of Beihilfe and a Restkostentarif. The plan insures only the share that Beihilfe does not pay, and the percentage level is chosen to match your Beihilfesatz. There is no deductible.
BHB45H (outpatient plan)
Covers outpatient benefits and dental care at the percentage level that matches Beihilfe
BH1 (top-up plan)
Single room as the difference to a two-bed room
BHK100 (top-up plan)
Two-bed room and private doctor treatment in hospital
BHEB45H (Beihilfe supplementary plan)
Closes remaining costs and the missing Beihilfe share, reimbursement is also made without a Beihilfe payment, but only together with the main plan
Deductible
No deductible
No-claims refund
⌄
If you submit no bills, you get money back. The refund is performance-based, and the plan has no guaranteed lump sum.
Performance-based refund
2 monthly premiums after a claim-free year in the outpatient plan and in the Beihilfe supplementary plan
Children and young people
Receive the same refund
Requirement
No claims in the entire plan, pro rata if the policy starts during the year
Prevention protection
Preventive care, vaccinations, prophylaxis and professional teeth cleaning do not put the refund at risk
Top-up plans
BH1 and BHK100 pay no no-claims refund, and no guaranteed lump sum is included
Family, travel and extras
⌄
The points beyond the core benefits often decide about everyday life, especially when your life situation changes.

Option right
Higher-level Beihilfe cover at the start of the 6th year of insurance, full cover and KrankentagegeldKrankentagegeldPrivate sick pay: a daily allowance from private insurance while you are unable to work. It replaces lost income from an agreed day of illness.More about Krankentagegeld → if the Beihilfe entitlement ends
Krankentagegeld is not part of this combination and is usually not needed for civil servants, because their salary continues during illness. If the Beihilfe entitlement ends later, an option right for full cover and Krankentagegeld applies.

What you should know
!
We rate claims handling at 5 out of 10 points. ARAG checks bills closely, which contributes to the low premium but can mean follow-up questions when you claim.
!
We rate family friendliness at 5 out of 10 points. Children can only be insured alone from the age of 36 months, and a companion in hospital is covered up to age 12.
!
Cover outside Europe is limited to 3 months without a special agreement.
!
There is no simplified right to switch to higher-level plans. The statutory right to change plan under § 204 VVG still applies, and an option right for higher-level Beihilfe cover exists at the start of the 6th year of insurance.
!
A strong plan only pays off if your application is accepted cleanly. If you have pre-existing conditions, we recommend an anonymous risk enquiry before you apply.
Who this plan suits
The plan suits civil servants who want a solid benefit level with a single room and private doctor at a low, stable premium and who value strong preventive care and dental benefits without staggered limits.
It is less suitable if particularly accommodating claims handling is the priority or if you need maximum family benefits such as insuring a child alone at an early age. For these cases we show you better alternatives from our comparison in our advice.
Premium development at ARAG: A plan is only as good as its calculation. We show the adjustments of past years transparently by year and plan.
BHB45H is the outpatient plan and covers outpatient benefits including dental care. BH1 raises hospital cover to a single room, BHK100 to a two-bed room and private doctor treatment. The Beihilfe supplementary plan BHEB45H closes remaining costs and the missing Beihilfe share. Only together do the modules give the full scope of benefits, matched to your Beihilfe entitlement.
Does the plan match my Beihilfesatz?
⌄
Yes. A RestkostentarifRestkostentarifA private plan that covers the share of medical costs that Beihilfe does not pay. Together with Beihilfe it gives civil servants full cover.More about Restkostentarif → that matches Beihilfe covers exactly the share that Beihilfe does not pay. The percentage level is chosen to match your Beihilfesatz, so with 50 percent Beihilfe it covers the other half. If Beihilfe rises with children or in retirement, we adjust the plan.
What does the close checking of bills mean for me?
⌄
ARAG checks submitted bills carefully, which helps keep the premium low. In practice this can mean follow-up questions for larger bills. We support you when you claim and make sure when choosing that the plan fits your needs.
What happens if premiums rise?
⌄
Premium adjustments are part of how private health insurance works. What matters is their long-term size. You can find ARAG's specific adjustments by year and plan in our overview of premium adjustments. If an increase is large, we check plan optimization with you.
