Important tips for the public sector

A switch to private health insurance needs careful thought. The most important points before you decide.

01

Clarify your status first

Civil servants, trainee civil servants and public sector employees follow completely different rules. Also check the cutoff date. If you were hired as an employee before August 1998, you may have a Beihilfe BeihilfeThe state healthcare allowance for civil servants. The Beihilfestelle pays a fixed share of medical costs, the Beihilfesatz, and private insurance covers the rest.More about Beihilfe → entitlement and often do not know it.

02

Choose a Restkostentarif that matches your Beihilfesatz

With 50% Beihilfe , you only need cover for the other half. If the Beihilfe rises to 70% with children or in retirement, the plan can be adjusted and the premium falls further.

03

Start early as a trainee civil servant

During training, especially low entry plans apply, often below €100 per month. The low entry age secures better terms for your entire working life.

04

Check the income threshold as a public sector employee

Employees only have a choice once they earn more than the Jahresarbeitsentgeltgrenze JAEG · JahresarbeitsentgeltgrenzeThe annual income threshold in Germany. Employees who earn more than this per year may leave statutory health insurance and switch to private health insurance.More about JAEG → of €77,400. This is typically reached in the upper pay groups, depending on the pay level and the annual bonus.

05

Factor in the supplementary pension

Lump-sum payments from the pension fund of the federal and state governments are subject to contributions over 120 months, in statutory as well as in private insurance. Plan for this burden before you retire.

Hired before August 1998

A public sector employee discovered her Beihilfe  entitlement during our consultation. Moving to a Restkostentarif  lowered her premium considerably. We planned the transition to retirement at the same time.

How much does private health insurance cost for the public sector?

For civil servants, private health insurance is usually much cheaper than a statutory health insurance fund because of the Beihilfe . A Restkostentarif  at 50% Beihilfe often costs between €180 and €350 per month. Trainee civil servants pay less. Public sector employees compare like other employees. The employer pays half of the premium, up to the maximum employer contribution of €508.59. In statutory insurance, the Zusatzbeitrag  is the main factor in the price.

What do civil servants pay in private health insurance?

With 50% Beihilfe , you only insure the remaining half. Good Restkostentarife start at around €180 per month, depending on age. If the Beihilfesatz rises to 70% with children or in retirement, the private share falls further. In a statutory health insurance fund, by contrast, civil servants pay the full premium without any contribution.

What applies to public sector employees?

Below the Versicherungspflichtgrenze , you must be insured in a statutory health insurance fund. There, it pays to compare funds by their Zusatzbeitrag. Above the threshold, you have a choice. In private insurance, the employer pays half of the premium, up to the maximum employer contribution.

How do premiums develop in retirement?

For civil servants, the Beihilfesatz  usually rises to 70% in retirement, and the private premium falls accordingly. Public sector employees without Beihilfe should plan early for ageing reserves and a premium relief component. Employees who are entitled to Beihilfe lose the entitlement when they retire and must switch to a full plan in good time.

How can I reduce premiums?

Civil servants first check whether the plan matches their Beihilfesatz  exactly. Public sector employees lower premiums with a deductible or an internal plan change, without switching insurer and without losing their ageing reserves. In statutory insurance, switching to a fund with a low Zusatzbeitrag  often saves several hundred euros per year.

Frequently asked questions

Is private health insurance always worth it for civil servants?
