Why this plan is in our selection
Note for civil servants:Beihilfe is a matter for each federal state. The exact plan combination can therefore differ from state to state. Our sample combination and the modules shown refer to Hesse. Which modules and which percentage level fit your state and your Beihilfesatz, we clarify in our advice.
Vision-B is the Beihilfe plan of DBV for civil servants and is in our selection as a low-priced entry with room to expand. DBV, Deutsche Beamtenversicherung, is the civil servant specialist in the AXA group and focuses its offer exclusively on the public sector. As a civil servant you only pay part of your medical costs yourself, because the Beihilfe of your public employer covers the rest, usually half. The plan insures exactly this remaining share. The outpatient plan VisB covers outpatient benefits and dental care, the top-up plan BW2 raises hospital cover to a two-bed room and private doctor treatment, and the Beihilfe supplementary plan BN VisB closes remaining costs. The percentage level is chosen to match your Beihilfesatz. We rate the premium at 8 out of 10 points as low and benefit coverage at 5 out of 10 points as solid basic cover, and we classify it openly as such. The decisive advantage is the option right: you can later switch to stronger plans without new health questions, which makes the plan particularly interesting for young civil servants at the start of their career.
01
Low-priced entry with an option right
The plan offers a low-priced entry into Beihilfe insurance and an option right for higher-level cover. 02
Civil servant specialist of the AXA group
DBV focuses its business exclusively on the public sector and knows the specifics of Beihilfe and changes of status accordingly well. If the Beihilfe entitlement ends, for example when moving to the private sector, there is an option for full cover and KrankentagegeldKrankentagegeldPrivate sick pay: a daily allowance from private insurance while you are unable to work. It replaces lost income from an agreed day of illness.More about Krankentagegeld →.

How the Beihilfe plan is structured
⌄
The special feature of a plan for civil servants is the interplay of Beihilfe and a Restkostentarif. The plan insures only the share that Beihilfe does not pay, and the percentage level is chosen to match your Beihilfesatz. There is no deductible.
VisB (outpatient plan)
Covers outpatient benefits and dental care at the percentage level that matches Beihilfe
BW2 (top-up plan)
Two-bed room and private doctor treatment in hospital
BN VisB (Beihilfe supplementary plan)
Closes remaining costs, reimbursement is made together with the main plan
Option right
Expansion to higher-level cover without new health questions, among other occasions on appointment as a civil servant, marriage, birth and in the 6th year of insurance
Deductible

If you submit no bills, you get money back from the outpatient plan, plus a behavior bonus. The plan has no guaranteed lump sum.
Performance-based refund
€1,000 after a claim-free year, €500 for young insured people up to age 20
Behavior bonus
€25 for a healthy body mass index and €50 for documented fitness per year
Requirement
No claims in the entire plan, pro rata if the policy starts during the year
Prevention protection
Preventive care, vaccinations, prophylaxis and professional teeth cleaning do not put the refund at risk
Top-up plan
BW2 pays no no-claims refund, and no guaranteed lump sum is included
Family, travel and extras
⌄
The points beyond the core benefits often decide about everyday life, especially when your life situation changes.

Fertility treatment
100 percent for organic infertility, women under 40, men under 50 years, married or in a marriage-like partnership

Option right
Higher-level cover without new health questions, among other occasions on appointment as a civil servant, marriage, birth and in the 6th year of insurance

!
A strong expansion is provided for through the option right, and the statutory right to change plan under § 204 VVG also applies. If you have pre-existing conditions, we recommend an anonymous risk enquiry before you apply.
Who this plan suits
The plan suits civil servants who want to enter Beihilfe insurance at a low premium and keep the possibility of expanding the cover later without new health questions. This makes particular sense at the start of a career.
It is less suitable if you want a single room and a consistently high benefit level from the start. If that is what you want, you will find stronger Beihilfe plans in our selection, which we show you in our advice.
